I think you have a serious data problem. While the number of high seas pirates (the typical classical pirate, vis-a-vis his ninja competitors) might have decreased in the Caribbean, there are still a growing number of pirates (sans eye-patch, I suspect) in the Indian and southern Pacific Oceans.
Not only that, but you also ought to consider the growing number of software and other content pirates forced underground by content protection.
I think that the real connection is the declining safe habitat for software piracy that is causing global warming.
